Military Service & Experience

Served in the Indian Army for four decades. Participated in the India-Pakistan war of 1965 in Kashmir, and in 1971 in the Western Theatre. During the Kargil War of 1999, he was in-charge of the entire China front in Arunachal Pradesh, and was responsible for border management with China in Arunachal Pradesh, Myanmar, Bhutan and part of the border with Bangladesh.

Served extensively in the North East combating insurgency in Assam, Nagaland, Manipur, Mizoram, Tripura and other areas. Served in the Bluestar operation in Punjab, and later combated terrorism as Brigadier in Punjab, as Major General in Kashmir, and as Lt. General in Assam and other parts of North East India. He also has experience controlling communal violence in Gujarat and Uttar Pradesh.

Served at Army Headquarters, New Delhi as Deputy Director General of Military Operations (dealing with China and East Asia), as Additional Director General of Military Operations, and as Director General of Perspective (Strategic) Planning. Member of the Joint Working Group and the Expert Group dealing with the India-China boundary and related disputes, and of the drafting team of the Peace and Tranquility Agreement signed during the Prime Ministership of Shri Narsimha Rao. He has participated in boundary negotiations with China and in negotiations with Pakistan on the Siachen Glacier issue, and was a member of the India-USA Defence Cooperation and Strategic Partnership initiatives.

Forced a record 1,267 terrorists in Kashmir (trained in Afghanistan and Pakistan) to give up terrorism and lead a normal life.

  • Co-authored 16 books on Security, Terrorism, Internal Security and Intelligence; one book was published in the USA by the Centre for American and Global Security, Indiana University, Bloomington
  • Presided over the Shekatkar Committee — a Government of India Expert Committee to re-orient India's Defence Mechanism and re-balance the Defence Budget
  • Chair Professor, Department of Defence and Strategic Studies, University of Pune (post-retirement)
  • Advisor, Symbiosis University, Pune
  • National President, Forum for Integrated Security of India (FINS)
  • Distinguished Fellow, Centre for Joint Warfare (CENJOWS), New Delhi
  • Associated with a large number of academic institutions in advisory and governing councils, devoting his time to preparing the younger generation for the challenges of the 21st century
